Airport worker was trying to do his job. I doubt he just randomly goes around slapping passenger. Jogger was clearly causing some problems and he didn't know how to deal with the situation. Sure he wasn't right to use physical force, but it's not like he was drunk while picking fights at a bar, he was at his job. Though clearly slapping someone on their face shouldn't be a line of action regardless, he lost his temper, but we haven't seen the full story here.
