I dont know if two party systems work like this but in multiparty states the parties have open meetings where people put out bunch of proposals and they vote on those. This one passed and now their program has it

A party program is just a party program. It can have hundreds of little things. They just had a conference where they put out new shit on it and it isnt really a push for it to happen.
Since they are in a coalition government their party program is just a general direction for them when it comes to enacting policies with other parties
For example they are for changing trans law so that underaged people can transition but that law will not come to a vote since the government doesnt agree (there is a conservative party in the party that doesnt support it)
The greens care more about environment and shit and wont end it all just to get trannies to transition before the age of 18 and they wont push for it
When a government is formed they form a government program and they focus mostly on that and anything else is extra that needs to be agreed upon by everyone
