Especially when the medal in question is a service or war medal, or a participation medal like the purple heart, as opposed to a valour decoration.

The only reason people don't sell medals in the US is because it is illegal there.
Why would a soldier want to keep a purple heart? It's literally an award for being shot. Someone shoots you. Then U.S. government says "here's an award" and pins a medal on your tunic.
