Apparently he is, and everything is still ongoing. i think the proscecution is gathering evidence for whatever other charges fit. And given there's several MANY part 6+ hour each documentary series, a website set up to troll him, an entire Wiki, and about 15 years of content to sift through, I imagine it might take a while.

They know he'd be dead in an hour in a real prison. Not that that would be any real loss, but it'd be bad publicity to have someone so well known get killed under your care so fast. I imagine the plan is to get him sent to a psychiatric facility where he belongs, dope him out of his mind, and stick him in a corner for the next forty or so years.
