I won't overestimate what that can accomplish (planning illusion, wishful thinking), but we shouldn't underestimate it either. Complexity management adds a lot of redundancy, buffers, and loose coupling to get its essential goals through despite a lot of surprises. And they have better data and means of intervention. They're not perfect, but they don't have to be.
