if you're actually looking for an unbiased answer then the answer is 'yes' albeit embarrassingly slowly. The stated goal was never to capture all of Ukraine but stated goals *were* demilitarization and 'denazification' of Ukraine which most Russians won't accept if they don't get it because without it the problem will inevitably return and it will all have felt pointless. The west is aware Putin can't just call it quits now (despite allegedly achieving his goals) and by all appearances wants this to be a forever war for Russia so they're prepared to pump Ukraine full of resources for as long as they want regardless of what economic consequences it has back home.

What else can it be expected to be? This isn't supposed to be like occupying a foreign country the way the US does. The Russians aren't leaving. They intend to stay... forever. That means they have to screen the entire population to get rid of the pro-Ukrainians... encourage them to leave. Essentially ethnic cleansing, just like Ukraine wanted to do to Donetsk and Luhansk.
This is a different way of war and it should be done slowly and carefully.
They're showing amazing restraint because the normal way to do this is to just kill everyone in sight, but they want to preserve the pro-Russians so they want to go slow and filter the population.

At this point the only way to remove the nationalists is to occupy the whole country honestly. They’d probably be best to grind down the military in the east. Once they’re all dead it won’t matter how many weapons Ukrainians have.

But there was room in there to prepare for a more orderly retreat, and Biden, in large part due to the election fuckery and also because his admin just didn't seem to prioritize it properly when they got in office, massively exacerbated the problem. It was gonna be pretty fucked up no matter what, but it didn't need to be Biden-tier fucked up. I have no idea what Trump's idea of a pullout would have been like, probably not pretty either, but I can only imagine he at least would have been aware he had a deadline before it arrived.
