Essentially the court ruled that administrative courts (ones created by agencies levying fines/etc for breaking *rules*) are a violation of peoples 7th amendment to receive a jury trial. In addition to that, the court went further and ruled that the idea of a adminstrative agency (like the alphabet offices DEA, ATF etc) are generally a gross overreach and violate the constitution as they exhibit legislative powers which are clearly defined in the US constitution to be solely a power of congress. Here is an example

At the core of it is, Congress is really lazy. Agencies are created, and then laws must be created so that the agencies may function within the guidelines of the Constitution. What actually happens is, Congress, being lazy faggots, tells the agencies "Just do your thing, bro. Get shit done as you see fit, just don't bother me as I'm cutting a line of blow and fucking this underage hooker, OK?" Given essentially free reign, agencies make up their own rules. Case in point would be the Department of Veterans Affairs and it's "Red Flag" laws. The VA granted itself the right to essentially declare any veteran a "terrorist", and subject that veteran to some highly fucked up surveillance and harassment. Congress never told the VA they could do this, but nor did Congress tell the VA they could not. So, the VA did, and does. This ruling will put such self-declared abilities to rest. In theory.
