Ingenious if they can manage to pull it off. America is in the state it's in because we shipped all our manufacturing to china, which is a country with a strong authoritarian government and ensured we never actually controlled the manufacturing.
With all the money china is investing into Africa they are essentially peacefully recolonizing Africa which will provide a cheap labor source and actual control of the labor.
