There's no pressure to lower age of sexual debut. Liberal activists have been trying to get high age of sexual debut. Conservatives protecting more fecund mores are a consistent antagonist.
Rising rates of chemical pollution are a likely culprit in abnormalities of puberty. We've treated our economy as incapable of surviving more regulatory pressure. Meanwhile, regulators have tried ratcheting down old enemies like mercury (already marginal) rather than investing in research and modernization to target new forms of effluvium. We need regulatory modernization in the first world.
