From what I've read it's mostly because the president banned all non-organic fertilizers in the country about a year ago. Apparently the stuff they were using was giving farmers kidney cancer. Well because of that crop yeilds are down 50-70% across the country, and now because of the war in Ukraine all fertilizer is becoming much more expensive and harder to find. Sri Lanka used to be self sufficient in its food production, now they have little food, and the government is doing nothing to help them.
