I think Putin was pretty smart in relaxing his objections to Finland and Sweden joining. Since they were going to go ahead and do it anyway, just let the drama play out. Besides, he knows where the ethnic fault lines lie in Europe, and he knows how quickly they'll start fighting amongst themselves. And if he looks unconcerned about it, that will make people even more suspicious.
