The main issue is that those advocating for such a system are those who it would benefit: Ie, the “strong”.
But, things aren’t quite that simple.
Human beings evolved in such a way that brute strength alone can be overcome by those with less. Eventually your Darwinian ideal becomes corrupted, much in the same way other forms of governance eventually do - only, like communism, it becomes difficult to remove or renew its rotting carcass, which is at least one feature of Democracy.
Mind, I’m not saying Democracy is perfect - it isn’t, it has myriad flaws - but it’s proven itself to be the most viable form of government thus far (at least in the west).
