Back then. Anyone in Eastern Europe north of the Getae/Dacians was considered a Scythian. Didn't account for the Uralic and Turkic tribes who lived further North and East of the true Scythians. That all been said, the Gelonians were a part of the Scytho-Sarmatian Confederation.
