There's really no better word for what it is. It's a manifesto: a declaration of views, intentions, or motives.

The other day, they claimed they want to refer to internment camps as incarceration camps. Incarceration implies they were convicted of a crime, not forcibly shuffled into a camp with no due process. It's disingenuous, and it minimizes the issue and gives the perpetrators a pass. Same thing with the term "ethnic cleansing." Say genocide. It's more succinct anyway
