If you actually read the article it makes perfect sense. If math books constantly use white names, white women's clothing accessories, etc. in story problems it's racist because people of color may not understand them as easily.
For example, if your math book said

If that's all there is to it then surely someone has simply written a nigger math book for niggers, where the math problems use nigger names and words relating to things niggers understand, like rape, stealing, and not thinking about the future.
