Sounds like a decent strategy to me, Azovs become the sacrificial lambs holding the russians in south while the Ukraine army gains ground on north-east. Azov being a notorious group of russia-claimed "neo-nazis", thinning their ranks both serves a military purpose and lessens the global PR propaganda nightmare surrounding them.
