The modernists need to get rid of some dogmatic statements Holy Church has made on sexuality, socialism, etc. They know that if the Pope releases some kind of dogmatic document, the trads just need to read previous documents and say traditions wins the dispute.

Actually, ironically, papal infallibility is a fail-safe to prevent exactly the situation you're describing.
In order for papal infallibility to be invoked, it has to be 100% in-line with the traditional teachings of the Church. A pope cannot speak what's blatantly considered error and call it infallible. It was a doctrine to constrict and put limit on any new individual popes to subvert and destroy the Church's teachings and her predecessors.
