100% correct
most of us grew up with hollywood and rap and have been exposed to "nigger" a lot. Some started saying it ironically, others unironically simply because we've been exposed to it. Hell we've been exposed to niggers in fiction so much that my mother in-law thought that the US is 50% niggers. When my wife and I told her that niggers are around 13% of the population, her only reply was: "but there are so many of them in movies. why?".
Another difference between the US and non-US countries is that in non-US countries, especially the ones which are not english-speaking, there's nobody telling you "it's a bad word and only niggers are allowed to say it", so everyone keeps saying it and nobody gives a fuck.
