Pretty sure Elon capped out the stock's value at his offer price, and can now plummet it from that arbitrary point.
Since twitter is now more volatile with less upside than other tech advertising / social media stock in a bear market, it's going back into freefall into all time lows, where Elon can slowly pick up more and more shares until he's a majority share holder and can begin his hostile take over.
He was just getting impatient with collecting shares and didn't want his activity to pump it.

No he's not. He's buying a platform with a lot of users while also jockeying to buy it even cheaper and to expose the scams of his competitors. In one fell swoop he's grabing the bullhorn and pulling the carpet out from others who are trying to stop him. If Twitter turns out to have a ton of fake users that go unreported its safe to assume other social media sites are the same. This is equal to fraud since that information is used by advertisers to negotiate prices. If any of the companies are publically traded theres some serious shit headed their way. Musk is simply exposing the con social media companies have been peddling.

Pending an investigation into its actual user base vs. its claimed user base. Musk thinks Twitter is mostly bots and automation, and he's forcing them to put up or shut up.
The value of twitter is directly pinned to real, human engagement. If it's a significant number of bots (it is) then it's value is lower than they claim, and he shouldn't buy.
He's bringing that fact out to the world and using business law to force their hand.
I don't know if that was his original intent, but after he saw that they weren't going to let him have any real sway over free speech online, I think it was a clever way to back out.
The game is rigged and even the richest man on earth can't beat them. So he's just going to make them tip their cards a bit.
