Yeah, as in he's not "commanding" any armies any more than a US President would in wartime, but he is still the Head of State, he would have a say in terms of strategic aims and the pace of peace negotiations. He's also the face of the holol side - take him out and it's a crushing morale blow. It would also send a clear signal to the decision makers that come afterwards that you can get any of them any time you want.

taking out other countries' leaders is very rare in this day and age, even if they are on opposing sides. Do it and the opposing side will take yours out in return. Yes it's hard because of security, bunkers etc., but if you took out theirs then they will have the determination to keep trying. Moreover your leader now knows there is a target on his back, and cannot lead effectively because he has to fear for his life at every moment. He would never sign off on something like that. The only time it happens (i.e. Saddam) is when you can be sure the opposing country lacks the resources to try, which they did because half the world was arrayed against them and they were alone. This is obv not the case here
