Inactive Pool is the minimum elevation to generate power. Dead Pool is the minimum elevation for water outlet at the dam. After this point, no water can make it downstream to the river bed below.
Sometimes the media thinks the Dead Pool measure is the point of no electricity and misreport it. Use caution when reading articles.

The current level of Lake Mead used to be the Inactive Pool level (1049 ft), but five of the turbines have been recently replaced with low-flow models. This allows hydroelectric generation with only 950 ft. I sure hope no one lied about the numbers just to ease along the approval of the project.

Nuclear plants need cooling water, and Palo Verde is having trouble finding an economic source of supply. They use 65 million gallons of treated wastewater -- every DAY. As water becomes more scarce, treated wastewater becomes more expensive. There isn't room for another nuclear power plant.
Ah well, Lake Mead will have to do for now. They can always drawdown from their upstream reservoir, Lake Powell, amirite?

Lake Powell is in bad shape, too. Lake Powell is now restricting how much water they send downstream ("Suck it, Mead!") and they've had to take emergency measures. The decline at Powell may look on a graph to be experiencing a less severe gradient, but that's only because they're drawing down water from their upstream reservoirs: Flaming Gorge, Blue Mesa, and Navajo. Flaming Gorge Reservoir in Wyoming is currently in no danger, but they've been tapped to send 10 feet of their water to Powell, and that may increase to 15 feet by the end of the year 2022. Flaming Gorge can do this for 3 years or so.
Again, this is not a solution; only a delay. As the population increases, so does the need for electricity, water for human consumption, and water for agricultural irrigation.

There's a river in Colorado called the South Platte River, and CO expects the population along it to increase another 40-70 thousand people. Nebraska has water rights to the South Platte, and they are planning to invoke an old compact from 1922(?) that allows them to buy Colorado land ... or simply seize it via eminient domain!! ... in order to build canals to take water from the river and send it elsewhere in Nebraska. The idea is that Nebraska needs to get a hold of this water first before increasing Colorado population can get dibs on the water in the future. As you can imagine, this is making Colorado angry.
Meanwhile, Kansas has won a Supreme Court against Nebraska, claiming that Nebraska is using so much water from the Ogallala Aquifer, that its drawing too much water away from the Republican River which Kansas has water rights to. So Nebraska has ended some agriculture in a particular region, simply so they can pump the water out the aquifer and into the Republican River so Kansas will shut up and go away.
