I think "virtually nobody" is a little optimistic. Drugs are too popular and common for people to ever abandon them in any meaningful way. And having the punishment be the death penalty has never been known to statistically reduce the actual occurrence of crimes.

I don't know how to solve it on a societal level, but on an individual level I'd recommend every junkie who wants to recover go cold turkey and get it out of their system the hard way. Don't become a ward of state, dependent on rehabilitation and pharmaceuticals.
