From who? France won't do shit so either the UK or US will have to. The problem with MAD is that it only prevents nuclear war if both sides are 100% willing to push the button but 100% don't want to push it. If one side cucks and reveals that it might not push the button even if the other side does, shit goes nuts and nuclear blackmail becomes possible. The reason the UK pursued its own independent nuclear arsenal so aggressively was because the worried about the Soviets nuking London and then daring to Americans to avenge it at the expense of their own cities.

I've wonder about this too. So many of their conventional bombs are duds, over 50% I've heard. I seriously doubt their nuclear arsenal is different and that the tritium boosters in their warheads have been getting changed regularly. If that's not done every 3-5 years, the bomb is a complete dud.

Not really and that ultimately doesn't matter in the long run with demographics. Russia has been losing population since the late 1980s and it's becoming a severe problem, especially as all their intelligent and ambitious young people leave and move to the West.
