There's no longer enough coal from the Donbas to supply Azovstal. Makes sense. Russia can supply whatever steel is needed to rebuild east Ukraine.

That is not the point. I am quiestioning the profitability of turning one city from its initional purpose into another one by force, without letting it develop organically.

Russian authorities tend to make these declarations either themselves or through stooges, but the probability they'll hold onto places like Mariupol is less than 50%.
