It would take more energy to shoot a kg of nuclear waste past escape velocity and into the sun than it would have generated when it was live here on Earth. It's also, obviously, carbon-intensive to launch a rocket so you also void the environmental benefits of nuclear energy.
Shooting it out of orbit is literally a negative-value transaction in energy terms. You might as well just ask "why don't we just generate power using orbit-capable rocket engines?"

No it most definitely cannot. At most you can fuse up to iron. The point is irrelevant though, as we've had breeder reactors that can run on spent fuel for half a century.
