The FBI's sloppy job in Buffalo wasn't just a random incident. This is the same 'playbook' that was used by the CIA and NATO in postwar western Europe. In Italy, it was known as the "strategia della tensione." In Belgium, it included the Brabant massacres. France had various bombings and shootings in the 70's and 80's. Germany and Spain both had 'militant' groups (both 'right' and 'left') with odd ties to the security services.
This is what Operation Gladio was designed to do - create a security crisis which could then be 'solved' by giving more power and resources to CIA-aligned politicians and oligarchs. Not all of it involved direct violence - some of it was simple subversion or corruption. But violence was always an important part of the plan.

There were also 'false flags' done through 'legitimate' political means. For example, Bettino Craxi in Italy was almost certainly a CIA operative. He posed as a 'socialist' politician, but his actual job was to help loot Italy for international financiers. Italy's financial industry became way more liberalized and corrupt under Craxi, which is the opposite of what a 'socialist' is supposed to do. A lot of people even in Italy don't know this stuff.
