All the counts of Rouen married French wives. One of them was Breton. One of them is unclear having been married "in the viking way", which doesn't necessarily imply that she was viking. Also vikings didn't bring women with them on raids so there is no reason to think that Rollo brought viking women into Normandy in the first place. So by 1066 the rulers of Normandy were majority french in ancestry.

The original Norse settlers, including Rollo, all married and had kids with French women. Their sons then married and had kids with other French women, etc. By 1066, all the Normans were ethnically French with just Norse admixture. We also know exactly who all of William the Conqueror's ancestors were. Rollo was his only known Norse ancestor. Everyone else was French, and one Breton (from Brittany).
Again, they were ethnically French, but did have a distinct "Norman" identity.
