It's because American hospitals don't tell mothers to breastfeed, they put babies on formula straight away. then the mothers try to breastfeed later and they can't because their bodies stopped producing milk because it thought the baby died.

They do, insurance covers lactation help, and mothers are given assistance to establish milk supply before they're discharged. Much of it is laziness.
