Most of Big cities in Russia (and I guess, in other countries too) have shitty depressing areas full of low paid workers or unemployed people. Also, in Russia (and at lesser extent in the USA) many industries ceased being profitable (like steel industry in the USA,coal in Russia) and once booming industrial areas become shitholes resulting in your picrel.
Does average Russian live in a place like that? Hell no. Not that average Russian is rich or even middle class in German standards, but they live considerably better than that.
