Twitter's potential for profit is not what makes it powerful/valuable. Twitter is a consensus-cracking machine. It creates false echo chambers for whoever spouts the proper bullshit who then feel empowered to double down and begin down the path of sociopolitical influence. It silences dissenters and convinces them that not only is there nobody that agrees with them, but hordes of people that think they are detestable members of a waning political extreme.
Twitter can create a false consensus in a matter of weeks with little-to-no cost. Think about how much had to be spent to drag the US and friends into Afghanistan/Iraq. The production of that jingo song 'Proud to be an American' alone cost more than building support for Ukraine.

The platform is dead in the sense that only the most NPC of retards think that it is an organic place where they can share their thoughts, and maybe consumerist retards who use it for product/brand/celebrity news.
The point is that the platform does not require organic use to continue to be effective for it's use as both a consensus-cracker and pulse-checker. Elon has no doubt been selected as the face of a refurbishment of the platform, and it isn't because the standard organic usage is waning. It is because 'dead internet theory' is gaining steam and Twitter is the most obvious example of this.
In sum: Twitter is valuable because it is a sociopolitical/5th-generation warfare weapon. It does not require organic use by citizen consumers in order to maintain this role. However, if the veil lifts too much, people will realize what Twitter really is for. The facade of legitimacy must be restored and that is what Elon's pony show is all about.
