No. If it's mental illness, the moral culpability is low to non-existent. If the person is, say doing it to get a life insurance payout for his family or in a moment of despair (as opposed to legit depression), then there may be moral culpability.
It's still gravely offensive to God and you shouldn't so it, but in some circumstances, it will not result in damnation.

yes, sort of. according to Hinduism, if you die before all your desires are met and dues are paid, you get a rebirth to just pay them off. No. There is no clear cut line for when those who take their lives go to hell. But if someone kills themselves and die unsaved they are most certainly going to hell unless they repented somehow or believed in Jesus before death, even at the last moment.
Either way, don't worry about the dead. Their fate is sealed and it won't change, it will all be determined in The Judgement after the Apocalypse(The Revealing[of Jesus Christ]).
To those who are not saved; All who do not believe in Jesus Christ as Lord and Saviour are doomed to end up in hell and remain condemned. If you wish to avoid such a fate repent of your sins, believe in Jesus Christ as Lord and Saviour for your salvation and He will deliver you from evil and save you from hell.
Also I suggest caution regarding other denominations that call themselves Christians. What my faith led me to is non-denominational Christianity but for you God might have a different plan so go where God leads you.
