american houses don't have these, in part because our windows are larger and more plentiful

For bigger windows or doors we use sliding mechanisms, as the hinges can't support the weight of the glass then.

I read somewhere the Scandinavians have like quadruple glazed windows and doors. I wish I had those, it would be so much quieter.

not really, no amount of doubling up on windows will ever block significantly more sound. it's a window, so it's a hole for sound.

you can however get high-mass, sound blocking insulation. I just installed it in my living room and it made a big difference for road noise etc.

I'm not particularly convinced that being able to open a window in two different ways is worth the extra complexity of the mechanism.

If it opened outward it would let rain in.
