The Catholic doctrine for ages stated that witches were just retards with no magic powers, then there was a period of like ten years where they said "witches are real" then they went back to saying witches weren't real and everyone who says they're real is retarded.
Catholic doctrine also never said to burn them, just that they should be arrested and whatever the local authorities deemed appropriate should be done.
