That's not true at all. Russia is just left intentionally underdeveloped because all of Russia's rulers in modern times send all the capital - both monetary and human - to Moscow or St. Petersburg. The intent is to centralize power and authority in one city and treat the rest of the country like a colony. If Russia were broken up into smaller states economic development would greatly reduce the inequality between the capital and all of the rural backwater where most Russians live.

This is an important fact that most westerners don't realize about Russia. Russia is a few highly developed provinces, their resource extracting far-holds, and the untamed wilderness.
