Russia has a professional military and a conscription military. Once they declare a war they can start using the conscripts too. Officially they are only using a fraction of the professional military right now.
Plus if its a war they can use the newer tech. Right now its mostly been soviet crap plus the new missiles because they can't really afford to build a whole lot of it.
