Without war, soldiers can just say they're quitting their job and not go fight because that's legal during peace.
Without war, conscripts cannot be legally deployed outside Russia.
Without war, there can be no draft and Russian manpower is limited to active servicemen who are contracted by MoD.

Russia can theoretically get around the restriction of not declaring offensive wars by claiming it's defending its allies of Luganda and Donbabve.
But that would not address the issue of how unpopular entering an official war would be and how it contradicts the propaganda about how the "special military operation" is going perfectly.

Russia has a professional military and a conscription military. Once they declare a war they can start using the conscripts too. Officially they are only using a fraction of the professional military right now.
Plus if its a war they can use the newer tech. Right now its mostly been soviet crap plus the new missiles because they can't really afford to build a whole lot of it.
