Tying down the Ukes in Kiev preparing for an attack that would never come. Possibly trying to goad the West into attacking it to justify a war to reclaim the Baltics/Poland. Before the operation I remember a lot of Russian armor modern variants being delivered to Belarus near Poland. There was very little infantry in the convoy empty old APC’s and the like. You can’t occupy a city that size without massive amounts of troops to clear out buildings.
