A select few oligarchs aka soviet bureaucrats got the majority of the land and resources after the soviet union fell. They also control the government, receive special subsidies and crush any free market competition which in turn impoverishes the general population. Most ex-soviet states have this problem to some extent, but it's especially bad in Russia since it was ruled by the same Yeltsin-Putin circle for over 30 years.
