Kazakhstan is a clan society. For years one specific clan had been accumulating all the power, until they couldn't. Even though this guy's clan is in power, they are in a weak position when anyone else could wreck them in a moment.

Kazakhstan is just testing a power transfer variant for us again. The previous one (Nazarbaev -> Tokaev with the previous having political power as the chairman of some council) was thought to be the one Putin will use, but January has shown that it's not feasible.
Now they will use the liberalization method and we will observe. If it works out we'll use it as well.
