There was a series of investigations that tried to find culpability among the U.S. Army and Navy commanders in Hawaii, during the 1940s.
But the attack occurred on December 7, 1941 (less than a month before the end of that year).
U.S. was not fully mobilized for its own war in Pacific vs Japan, until early 1942.
1942 : think of how far along the war in Europe was, at that point. 3 full years into it. Hitler's regime was well mired into the Russia conflict.
Roosevelt was trying to keep the U.S. out of the Europe conflict as a direct military actor for as long as possible, but the U.S. political-military elites also knew that direct confrontation with Japan was inevitable. And a Japan attack/direct confrontation in military terms automatically meant that FDR would have to go to war in Europe too.
So they, finally, let Pearl Harbor happen at the end of 1941.
it served its purpose (motivating an American populace that was just as opposed to getting involved in the 1940s Europe war, as they had been to getting involved in a 1910s Europe war).

PH attack was used (by FDR on his country) as a casus belli Historians have now gone over detailed documents, released and uncovered since the 1970s which more clearly explain the intelligence cryptography and military-diplomatic communications that clearly show, top elites in U.S. political and military positions did indeed have advance warning of the attacks, yet essential information and instructions were not passed along to commanders in Hawaii. They (FDR) knew and deliberately withheld / did nothing.

My grandpa was stationed in the Phillipines. On the day of the attack the local food truck guy that had been selling to the soldiers smashed into the wings of all of the planes at the same time as the attack. It was all coordinated and the president knew it was going to happen.
