No that's not what's happening. After they attempted a Crimean-style takeover of the city it became impossible by like Day 3 for them to take it, so they just sat there doing nothing because they were vastly outnumbered and in order to take a city the size of Kyiv they needed to be the ones who did the outnumbering by like a factor of 3. Instead they had like 60,000 troops sit outside the city act as a distraction front because they'd need 200,000 at minimum to take the city and their entire force in Ukraine before casualties was like 175,000.

This "pretending they never wanted it" is western cope considering Russia is still being weaselly and pretending like they don't want the territory they already control. So of course they "pretend like they don't want Kiev" when they are still pretending to this day that they aren't going to outright annex Kherson when it's obvious to anybody with eyes that they are.

Russia's biggest problem was Putin's delusional belief that this entire war was going to be a Crimean style take-over and thus decided to spread an already out-numbered force across like 10 different fronts. Now they have to reposition everything from the Kyiv front to Kharkiv and treat this conflict like a proper war, not one where they can roll in and just take everything over.

If Donbass falls, which is the next objective after Mariupol, 70,000 Ukrainians will need to be captured or killed considering Zelensky is firing generals that keep telling him that they need to retreat to more defensible ground. If 70,000 Ukrainians are captured/killed that will constitute 30% of Ukraine's entire military and will lead to a complete collapse of the Eastern Side of the Dniepr. Russia should have prioritized doing this from the start and not sent troops to Sumy/Chernihiv/Kyiv, but it's clear that's what they are doing now. Ukraine's only hope was using their human shield strategy, there is nowhere in the Donbass where they can effectively use this strategy.
