China is obsessed with drill and conformity, and they think it impresses or scares the West. Nope.
An army that can't think on its feet, or for itself will be destroyed the minute plans start to drift.
They're hamstrung by their culture. If they let their officers and NCOs think for themselves them they'll start questioning the oppression they live under.
Hence, conventional war breaks out and they'll just keep telling and human waving it into the meat grinder.
