Of course they could. Ordering new fuel is a non issue, the capacity is there. The biggest problem is postphoned maintenance in preparation for the reactors being shut down, but that can be overcome too. All the still running reactors still have at least a decade of planned lifetime left in them. It's true that they transferred staff already and stopped taking in new guys quite a while ago, but you can just keep the ones that are still there in a bit longer while new ones are worked in. As long as you pay them enough that's unlikely to be a problem.
The main problem is that we only have six NPPs operating currently, and they can in no way replace gas, especially if brown coal goes down as planned (fat chance of that happening now).
