It's the opposite of manipulation. Saying "you don't have to do this but can if you want to" allows freedom to choose, something Germans are unaccustomed to. The fact that some are choosing to do something not strictly mandated by the government must overload your German brain, but freedom implies the freedom to choose.
Manipulation was when the government and stores mandated masks. That is manipulation.
Being the contrarian that I am, I consider keeping it, because at some point it will make the normies uncomfortable. Will definitely keep wearing it in ÖPNV, if I ever have to use it again.
