It has to do with how soviets built shit - quantity over quality and numbers over result.

Get promoted for effective use of materials and people who say that soviet roads are shitty get branded as traitors and sent to gulag (not that many people own cars anyway)

Get demoted and/or imprisoned for building 2x less than guy who built 100 km of shitty roads
