Article 1: The US will not buy or sell anything from Russia and Russians are not allowed to enter the US for any reason unless they come into the US, give up Russian citizen, and are never allowed to leave the US.
Article 2: The US will not buy or sell or allow any foreign citizen within its border that does not also refuse to buy and sell from Russia. Neither can such a country allow a Russian inside their borders unless the Russian gives up all citizenship to Russia and may only move to a country that has a similar embargo as article 1.
Make these hard rules and watch Russia become totally economically isolated.
