I've found "SaiyaJin DeJpeg" works the best for these types of images. Followed by "Universal upscaler(realistic)". This is a very reliable chain. Other combinations sometimes work better, like NKMD's Siax for paintings or the more specific jpg compression levels models.
In some cases I'll use the SA-DCT plugin in photoshop.
