I’ve lived in a third world country for 9 years and I agree, it’s baffling. I guess it’s the low iq. My street is quite clean, a few blocks down there is community housing for immigrants, it still clean but you do see bags of crisps, and more garbage there. I have never seen a stray dog in my city.
