It's academia. This is how you get grants and juicy government contracts. Anything vaguely related to "counter terrorism" gets massive funding and long-term work. Since we use memes endlessly, they get to "analyze" them endlessly, all on taxpayer money. Honestly not a bad analysis up until the mutt's law interpretation. It's more a reference to Americans being so diverse in genetics that they lack any real one, true cultural identity. The picture is actually based off that general who is obviously not very attractive by modern standards but tries to picture all mixed race Americans as horribly disfigured "mutts".
The irony being that in things like dog populations mutts typically have the least health problems.
