I think that Putin misunderstood the psychological effect his invasion would have on Europe. Realpolitically, it did make sense to try and split NATO by offering gas to Germany and Turkey, but psychologically, there was an immeasurable sense of betrayal. "No more war in Europe" had been the guiding principle of at least the EU, and he shattered that.
