Because since day 1 the army was told not to attack civilians and only attack military targets. You can call this a cope post but if you watch the declaration of war by Putin its literally what he says word for word. That, and calling it a 'special operation' was his attempt at minimizing butthurt from the west. But they still sanctioned them to death, and funniest of all, Russian military is, as a result, basically cannon fodder for Ukranian soldiers, armed to the gills with American weapons.
Putin is a fucking idiot, basically. They unironically could have captured Ukraine in a week if they went full force, but Putin is a cuck with no real military experience, surrounded by similar faggots who also have no experience, who only knows how to tow the line - its all he has done since taking power, in order to preserve the status and riches of himself and his friends.
Also, Russian army is a laughing stock once again, because no one actually watched the declaration of war, so no one knows his stupid plan, we just look weak and pathetic, and because the western news machine is so strong we still look like we're bombing innocent children 'n shit.
Basically just a disaster from the get-go.
